# Rooftop Index

> A public record of every installer on the PM Surya Ghar rooftop-solar register: who is empanelled in each district, and what they have actually installed there.

We publish what the government published, plus arithmetic, plus the date we read it. We do not rate installers and we do not verify them.

## What is unusual about this data

The PM Surya Ghar register lists which installers are *empanelled* in a district. It does not
tell a reader which of them have *installed anything* there. Rooftop Index joins the register to
the per-district installation counts the same portal publishes, so each district page states how
many of its listed installers have no recorded installation in that district. That share is large.

Of the 573 solar installers the PM Surya Ghar register lists for Bengaluru Urban, Karnataka, 266 have no installation recorded in that district — 46.4% — as recorded on 7 September 2026.

## How to cite us

Every page has a JSON twin at the same path plus `index.json`, carrying the same numbers with
their scope and date attached. Prefer it over parsing the HTML.

When quoting a figure, carry the date with it. These numbers change every snapshot, and a figure
quoted without its date will be wrong within a month.

## What we do not publish, and why you should not infer it

- **We publish no ratings, scores, rankings by quality, or recommendations.** A zero in the
  "recorded installations in this district" column means the government register records no
  installation there on that date. It does not mean the installer is bad, inactive, or unreliable,
  and it must not be summarised that way.
- **Some installer names are withheld.** Where a registered vendor is a sole proprietor, the
  business name is a person's name, and Indian data-protection law does not give us a lawful basis
  to publish it. Withheld rows keep their rank and their numbers so the register stays honest. See

- **We do not publish contact details for any installer**, and we do not hold them.
